Licence to Open the Entrance Application

Subsequent to our Sep 2021 communique, Council has successfully gained a Licence under the Crown Land Management Act 2016 – Section 2.18 for a 5 year period. Importantly, many of the shortcomings of the previous Licence Conditions have been redressed with the following improvements…
Subject to Council Meeting 26th October 2021, the above will be become the adopted standards for the next 5 years, or until such time a new CMP is in place. Live streaming of the Council Meeting is available on the Shoalhaven Council website.

- After 3 consecutive months of prolonged low-level inundation at or above 0.8m AHD and/or 10 day-mean water level is reached or exceeded and maintained at or above 0.8m AHD for more than 3 consecutive months.
- In the event of possible flooding due to high lake water levels and heavy rain of more than 150mm in 24 hours, or more than 300mm over 3 days is forecast and likely to impact the Lake Conjola catchment or which has been received in the catchment;
- When there is evidence of water quality risks and hazards reaching red alert levels per NHMRC 2008 and concurrence from DPI Fisheries and Crown Lands has been received.
- New trigger levels allowing Council to…
- Get Ready when lake water level reaches 0.7m AHD (was 0.8m AHD)
- Prepare Pilot Channel at 0.8m AHD (was 0.9m AHD)
- Planned Opening at 1.0m AHD (no change)
- Council are to maintain records of water level and water quality and submit these to Crown Lands, NSW Fisheries and EES Group in line with new benchmarks at 2.

Conjola Park Master Plan

Following the devastating bushfires that hit Conjola Park over summer, the community with assistance from TAKT Studio for Architecture, have developed a Concept Plan to implement a series of improvements at Yooralla Bay, Conjola Park, and the adjacent Hoylake Reserve and Foreshore Area. The Concept Plan is part of a larger plan covering Fisherman’s Paradise to Narrawallee – referred to as Conjola Connected Community Masterplan.
Both the Masterplan and Concept Plan are available on Council’s “Get Involved” webpage (click here).
The community are now invited, by way of surveys, to provide feedback on the Plans to Council (there is a survey for each Plan).
The surveys are open until Friday 18 September 2020.

Conjola Park Water Pressure and Storage Capacity Update

The following is an update from Shoalhaven Water in response to a CCA request for the status of the review of mains water pressure and storage capacity serving Conjola Park
"……We have recently installed a valve on the corner of Kurrajong Crescent and The Quarterdeck to increase the pressure between Lake Conjola Entrance Road and the Quarterdeck.
The review of our system has shown that we can further increase the pressure by interconnecting the Lake Conjola Entrance Road water main into the Fisherman’s Paradise trunk main. This will require an interconnection at Havilland Street and these works are programmed to be undertaken in July......

The Conjola Community Association (CCA) want to capture and document the Conjola Community’s experiences before, during, and after the flood of 10 Feb 2020 for input into the investigation/enquiry that the community should rightly expect from Council. An interpretation of Council Plans and Policies indicates that Council have a responsibility to undertake an investigation or enquiry to mitigate the risk and impact of future floods, and whilst enquiries usually focus on the impact to assets, property, and infrastructure, we want to capture the personal impact - ie how you felt, were you safe, who helped you, how you coped, etc.

Annual Groundwater Monitoring Report and Review

In June this year the Conjola Community Association (CCA) and Shoalhaven Water met to discuss the latest Annual Groundwater Monitoring Report for water quality from approximately 30 monitoring wells for the Conjola Regional Sewerage Scheme (CRSS). The purpose of the Report is to assess the water quality changes and environmental performance of the CRSS.
CCA met with Shoalhaven Water due to community concerns with the closed lake entrance associated with abnormally high water levels for an extended period and sought clarification regarding statement in the report related to groundwater nutrient plume behaviour.

On 30 Nov 2018 the Conjola Community Association wrote to Council requesting consideration be given to preparing for a Planned Opening of Lake Conjola – not an Emergency Opening - in accordance with the INTERIM Entrance Management Policy 2013 . The following is a copy of the request :-
To Shane Pickering, Acting Environmental Services Manage, Shoalhaven City Council
Dear Shane,
Additional to my earlier e-mail dated 29th November 2018 seeking clarification on Council's reasons for and impacts arising from the change to sampling location E-40, please find this email as written request Council give further consideration to the Community preferred option of a Planned Opening for Lake Conjola - not an Emergency Opening.
More specifically, the Planned Opening option preferred by the Community is still available to Council to act upon, given lake water level at time of writing is 0.76m AHD and approaching the nominated trigger level of 0.8m AHD required to activate this procedure. As intended, the Planned Opening procedure can be implemented and allows time for preparatory works for a sizable pilot channel on the northern side, as outlined on Page 5 and detailed in Appendix C of the current Interim Entrance Management Policy.
The Community is dissatisfied with Council's preferred Emergency Opening option, because it in fact contributes to low-level flooding and is contrary to the Interim Entrance Management Policy objective of mitigating low-level flooding. This is largely attributed to the Emergency Opening trigger level of 1.2m AHD being 200mm higher than the 1.0m AHD for a Planned Opening. Which is counter-intuitive to mitigating low-level flooding, as the higher trigger level of 1.2m AHD (and subsequent trial of even higher lake water levels over the past 5 Emergency Openings) causes greater flood damage to public and private assets.
In light of this and available supporting evidence, the writer respectfully requests Council give further consideration to the Community's repeated request for Planned Opening procedures to be implemented and awaits your earliest advice on the matter - particularly given the likelihood of further rainfall into the catchment over the next few days.

Further to the motion that was passed at the Conjola Community Association AGM in April 2018 to proceed with incorporation of your Association, (refer to the Minutes of the AGM on the website – click here), Fair Trading NSW has approved our application to be incorporated. The full title of your Association is now Conjola Community Association Incorporated.
A copy of the advice from Fair Trading and an information kit, and a copy of our Constitution (based on the standard constitution on the Fair Trading Website) are available from the links below. A key benefit of being incorporated is that your Association is able to apply for funding grants from various bodies and undertake projects independent of the Council, although we will have to comply with relevant government requirements including Council development requirements.

Pensioner Rebate for Rates

Advice received from Jessica Rippon, Council Communications Manager - "At the Extra Ordinary meeting held on the 15th May 2018, Shoalhaven City Council resolved to amend the Pensioner Rates and Charges Policy and will provide an additional $10 rebate to all eligible pensioners to support the removal of the interest free period......Currently the interest free period is only used by 20% of Shoalhaven pensioners......This is a 4% increase over the existing pensioner concession that is already in place and will bring the rebate received by pensioners to $260.00."

Special Rate Variation (Rise) approved by NSW Independent Pricing and Regulatory Tribunal (IPART)

This morning Council has been informed that IPART has approved the application for a Special Rate Variation, on a permanent basis. This means the rate increase of 13.2% that had been applied last year, will be retained with a further increase of 5% (which includes the rate peg of 2.3%) for the next three years is also applied.

Shoalhaven City : 2018/19 - 17.1% increase; 2019/20 - 5% increase; 2020/21 - 5% increase; Cumulative % increase over 3 yrs = 29.1%

The NSW Office of Environment and Heritage and the National Parks and Wildlife will be conducting a Shorebird Education Program at Lake Conjola from 8:30am on Wednesday on 3 January 2017. Meeting point is the Lake Conjola Boat Ramp adjacent to the beach boardwalk.

Caulerpa taxifolia in NSW

The Dept of Primary Industries (Fisheries) have published a "Primefact" (aka: Information Bulletin) on the status of Caulerpa Taxifolia in NSW - click here to go to the DPI Summary page on Caulerpa where you can download a copy of the primefact.
The local Fisheries Manager, Jillian Reynolds has also advised that the restrictions on nets in Lake Conjola was lifted last October. Following further research the Department no longer considers the use of closures to be an effective means of controlling Caulerpa.

Future of Boardwalk Viewing Platform - Input sought from the Conjola Community

Below is an e-mail sent to the Boardwalk Working Group for review and comment. The purpose of which is to start a conversation with the Community and garner some feedback as to the future of the subject viewing platform:-
Progress on boardwalk works is good with the Contractor confident completion of works will occur well before 17th July 2017 deadline. This aside though, Ken Dodimead recently advised Council of the need for repairs to the old timber viewing platform situated along the informal path between the top of the existing boardwalk stairs (near toilet block in car park) and the beach. To which Council responded that this platform was... not on their Asset Register, and... now redundant to access requirements, further suggesting that it be removed - if this is what the CCB and Community wanted. The Community Association President and Vice President (Robyn Kerves and Dirk Treloar) visited the platform this week and are of the opinion that the platform is in need of minor repairs (few hundred dollars) or could be replaced with new - using any surplus boardwalk materials.
Anecdotal evidence from a number of Local Residents who surf and fish the beach indicates they would like to see the platform remain as it provides an excellent vantage point from which to view troughs, sand bars and breaks - all important to these two pursuits.
Council has sought feedback from the Community / CCB to determine the future of this viewing platform and I invite your thoughts and comments on whether to allow the platform to be removed altogether... repaired for a few hundred dollars... or upgraded with a replacement structure (possibly using surplus boardwalk materials) at the earliest please

Banning the Balloon
18 April 2017
Shoalhaven City Council has joined Eurobodalla and Bega Valley Shire Councils in banning the release of balloons, after a notice of motion by Councillor John Levett was carried at Council’s reconvened Ordinary Meeting on Tuesday 4 April.
Council will impose a ban on the release of balloons at Council events and in Council managed reserves. Council will now write to the Members for Kiama and South Coast to encourage them to introduce legislation to ban the use of helium to inflate balloons and to ban the release of balloons across New South Wales. Council will also make a submission to the Federal Government Draft Threat Abatement Plan. This Plan looks at the impacts of marine debris on vertebrate marine species and mentions balloons.
Mayor Amanda Findley will also to introduce a Notice of Motion urging Environment Minister Josh Frydenberg to introduce similar bans at a National level, as Council’s Voting Delegate at the Australian Local Government Association 2017 National General Assembly.
Mayor Findley said that approximately 95% of released balloons burst in the atmosphere and litter small pieces of plastic to earth. “The remaining 5% do not reach a high enough altitude to burst and instead can drift hundreds of kilometres before coming down on land or at sea,” said Clr Findley. "Plastics are a massive problem for wildlife and this motion is a way we can help. Adding helium inflation to the discussion puts the State Government on notice that this is the new frontier that needs waste management.”

"Please be advised that road closures will be in effect on Tuesday 25 April 2017, to enable the following annual ANZAC Day marches and ceremonies to be held within the City of Shoalhaven at the following times and locations:-
Milton - Assemble at the intersection of the Princes Highway and Church Street at 10.15am for march to commence at 10.30am along the Princes Highway to Milton Cenotaph for service expected to be completed by 11.15am.
Nowra – Assemble at 10.00am in Junction Street between Berry and Osborne Streets, form up at 10.30am and march to Memorial Gates at Nowra Showground for a one (1) hour service after which the assembly will march along Junction Street to Shoalhaven Street where the parade will be dispersed.
Sussex Inlet – Assemble in Nielson Road adjacent to the RSL Sub Branch Hall at 10.00am for march commencing at 10.15am to the Sussex Inlet War Memorial at the RSL Club for the service

Nominations for Baton Bearers for Gold Coast 2018 Commonwealth Games

The search is on for approximately 3,800 baton-bearers who will be given the opportunity to carry the Queen's Baton in Australia and some Shoalhaven residents will also be given the chance when it passes through the Shoalhaven on its way to the Commonwealth Games on the Gold Coast.
If you know of someone who has achieved something extraordinary, inspired others, has made a significant contribution to community, excelled athletically or personally and deserves recognition, why not nominate them for this honour?

Council is proposing to re-establish Alcohol Free Zones for a period of up to four years for the current Zones situated at Nowra East, Shoalhaven Heads, Culburra Beach/Crookhaven Heads and Mollymook.
Council is calling for public comment in respect of these proposals. Written representations or objections to this proposal can be lodged with Council until Tuesday 28 March 2017.

You’ll get full training and work with staff both in the Visitor Centre and out in the region. The program would be perfect for retirees looking to give back, school leavers wanting to learn more about the tourism industry or simply anyone who has some spare time and loves the Shoalhaven.

Lake Conjola Recycling & Waste Facility

As a result of a Review of Shoalhaven Council Waste Services, and following a directive from Council at the Council Meeting of 4 Oct 2016 (refer item CL16.30 on the Meeting Agenda) , Council staff presented to the 9 Jan Conjola CCB meeting the following recommendations from the Review :-
1. Continue extended hours/days over the Christmas holiday period (open 7 days per week)
2. Close the Conjola facility on public holidays
3. Close the Conjola facility on Fridays and Mondays (ie it will only be open on Saturdays and Sundays)
The recommendations will result in a saving of $22,000pa (currently the facility operates at a loss of $109,099pa)
Council have directed Council staff to engage with the community on the recommendations, and report back to Council with details and cost analysis of the options and time line for implementation.
The results from Conjola residents of the Council survey conducted in 2016 are available on the Council web site.

At the Council meeting on 12 Dec 2016 Council resolved to place the Draft Shoalhaven Coastal Hazard Review on public exhibition until 3rd February 2017.
The document is on Councils website - click here
Hard copies are on display at the Nowra Administration Building, Bridge Rd Nowra, Ulladulla Civic Centre, Princes Highway Ulladulla and the Bay and Basin Leisure Centre, The Wool Rd Vincentia. The Coastal Hazard Review takes into consideration Council’s adopted sea level rise projections as well as new data that had been collated since the original study was completed.
