Lake Conjola Dredging Update - 18 Sep 2017
Shoalhaven Council has sought feedback on the community’s feeling about the dredging works undertaken at Lake Conjola in 2016. In response, your Conjola Community Association has prepared a report that will be submitted to Council by the deadline of 17 September 2017 for tabling and consideration at the next meeting of the Shoalhaven Natural Resources and Floodplain Management Committee (SNRFMC) on 23 November 2017.
The report is in several parts, the main Report (small Word document), and the Annexes (which are split into individual files because the consolidated file is very large; contains images and extracts of reports).
A copy of the Report and Annexes is available from the links below. The full Report will also be on public display at the Ulladulla Library (sometime after Monday 18 Sep 2017).
The Report is a “final draft”, and your Community Association would welcome your feedback on the Report and/or dredging by 1 November, so your feedback can be considered at the SNRFMC meeting on 23 November.

Lake Conjola Dredging - Update 19 Jul 2016
The following email advice has been received from Matthew Apolo, Shoalhaven City Council, regarding modification to the current dredging operation as requested by the CCB:-
To the Conjola Community Association CCB President,
You might have noticed some activity by the contractor out on the Lake yesterday and today.
Following my recent advice to you, I can confirm Sandpiper have agreed to undertake the additional works to link the recently dredged channel to the natural deeper channel upstream (to the west) – as discussed in our meeting Thursday 30 June. The additional works will continue the same design principles as the recent dredging at 15m wide and at a minimum depth of ‑0.65mAHD.
While the conditions are continuously changing, based on survey obtained last week, we estimate this work being up to 230m in length. We will also be ensuring that the previous channel links to the existing deep channel to the east near the jetty in front of Holiday Haven/reserve – this will be another 170m of dredging. In total we’re expecting approximately 4,500m3 of sand to be dredged in these alignments.
I can also advise that we still don’t have approval to cart additional sand out of Lake Conjola (this is still being discussed with OEH & Crown), so the plan is to place this additional sand at the eastern end of the current foreshore/beach placement area permanently. Even if I do obtain approval to cart more sand out of Lake Conjola, our ability to do so will depend on:
1. identifying a suitable receiving site that is acceptable to the agencies;
2. subcontractor availability; and
3. approval advice being received min. 2 weeks before completion.
In order for Sandpiper to achieve the works within the very small window of time they have available, we have allowed them to work 7 days per week (starting this week). It would be appreciated if you can let the community know to expect the dredge to be operational on Saturdays and Sundays and that the foreshore/beach placement area remains closed until the additional works are complete.

The recent East Coast Lows have had a significant impact on the dredged channel. In response, the Conjola Association Committee have had several meetings with Council to ensure the any impact to the dredged channel is rectified. The outcome is that the dredged channel will be extended to connect the channel adjacent to Chinaman’s Island to the western end of the dredged channel.

Trucking to Mollymook is now complete.
There are still some site fencing onsite and restoration work to be done, but we’re not going ahead with those just yet in case we do find some projects to take more sand to.
At this stage I’m still looking for suitable projects that could use the sand but have no confirmation on any yet.

Duration: 10 weeks
The dredging contractor, Sandpiper Dredging Pty Ltd, began mobilising to site last week. Their dredge lines are being stored in the carpark near the boat ramp and arrived ahead of the dredge itself which is an “oversize load” that will take a few more days to arrive in the Shoalhaven due to traffic restrictions on its the route from Tweed Heads. Their arrival in Lake Conjola was well received on Holiday Haven’s Facebook post (https://goo.gl/5iIv1n) which is pleasing to see.
I noted through the comments on the Facebook post a misconception in the community that the lake’s entrance to the ocean will be dredged. The approved project for Lake Conjola is the dredging of the channel to the north of the lake, linking the Cunjurong Point boat ramp with the lake body to the south-west as shown in red of the image (right). Council does not have approval to dredge the lake entrance and it is not part of the contractor’s scope of work.
Dredged sand will be placed on the dune foreshore east of the Lake Conjola boat ramp to form a beach that will continue for 300m as shown in yellow and orange in the image (right). Upon completion, the replenished beach will be approximately 8m wide for its full length.
The first two weeks of the program will involve the contractor setting up and establishing onsite. Sand dredging activities are expected to commence during the week starting 11 April and will operate during school holidays. During the dredging operation, the foreshore east of the boat ramp will be closed to the public and access to beach can be achieved via the boardwalk only.
Even after the beach placement along the southern foreshore, the dredging will produce a surplus of sand. 3,000cu.m of sand will trucked from Lake Conjola to Mollymook for use in the Mollymook Beach Nourishment and Blackwater Creek Dune Protection Works project.

The scope of works for this project is to utilise the sand dredged from Lake Conjola to build up and replenish the dune at Mollymook Beach starting at Blackwater Creek and continuing north for approximately 250m as shown in yellow in the image below.
In addition, the Dune Protection Works will involve the placement of rock and sand-filled geotextile containers into the northern bank of Blackwater Creek, which will then be covered with sand and allowed to revegetate.
There are in excess of 170 truck movements required to cart the volume of sand from Lake Conjola to Mollymook to complete this project. For this reason, the contractor won’t commence carting the sand until after the School Holiday period, and plans to start from the 27th April for approximately two weeks.

The contractor for the dredging of Lake Conjola is also Sandpiper Dredging. This work is planned to be undertaken concurrently with Sussex Inlet utilising different equipment (i.e. a larger dredge is required to complete the Conjola dredging than for Sussex). The contractor is now scheduled to commence establishment at Lake Conjola on 14 March 2016, with the aim to begin dredging activities immediately after Easter. The dredged sand will be placed along the dune/beach on the southern side of the lake from the boat ramp to the east. During beach nourishment/placement activities there will be no public access along the dune foreshore area, all access to the beach will be via the boardwalk.
Even after beach nourishment works there is expected to be in excess of 6,000m3 of surplus sand. Approximately 3,000m3 of that sand is to be transported offsite to Mollymook to undertake the beach nourishment works there and protection works along Blackwater Creek. In order to access this sand, dredged sand will be temporarily stockpiled in the carpark and opposite the boat ramp which will require space to not only stockpile the material but then also load it for transportation. During this period the boat ramp and public carpark (beyond the Holiday Haven boundary) will be closed to all non‑construction vehicles – this impacts school holiday time during April where the boat launching facility will be closed, the alternative boat ramp at Aney Street will need to be used.
Dredging is expected to take up to 8 weeks.
Council is in the final stages of negotiations with a contractor to undertake the Mollymook beach nourishment and Blackwater Creek works. These works are planned to start in mid-April and be completed before 30 June

The dredging contract has been awarded to Sandpiper Dredging based in Tweed Heads. The dredging will commence late February 2016 with a scheduled completion time in March 2016.
Lake Conjola Dredging - Update 8 Oct 2015
Shoalhaven City Council Public Works Manager, Ben Stewart held a meeting with the contractors engaged to carry out the Dredging Project in Lake Conjola, on Wednesday 30th September 2015.
As a result of this meeting, the Conjola Community Association Committee has been advised a time frame for the “Commencement of Works” being the end of Feb 2016, with dredging due to commence the first week in March 2016.
The recent floods saw 100,000 cubic metres of sand in total, removed from both the northern and southern areas on the ocean side of the current opening.
Ben Stewart has confirmed that the original specified 12,000 cubic metres of sand will still be removed as per the original specifications of the Dredging Project. A larger dredging pipe of 150mm will replace the original specified pipe of 100mm increasing the speed at which the sand is removed. As a result the actual dredging period will be reduced from 55 days to 30 days.
The Conjola Community Association looks forward to providing our community with updates as we progress in a positive direction towards commencement of this project.

As a result of this meeting, the Conjola Community Association Committee has been advised a time frame for the “Commencement of Works” being the end of Feb 2016, with dredging due to commence the first week in March 2016.
The recent floods saw 100,000 cubic metres of sand in total, removed from both the northern and southern areas on the ocean side of the current opening.
Ben Stewart has confirmed that the original specified 12,000 cubic metres of sand will still be removed as per the original specifications of the Dredging Project. A larger dredging pipe of 150mm will replace the original specified pipe of 100mm increasing the speed at which the sand is removed. As a result the actual dredging period will be reduced from 55 days to 30 days.
The Conjola Community Association looks forward to providing our community with updates as we progress in a positive direction towards commencement of this project.

Lake Conjola Dredging - Update 17 Jul 2015
The Conjola Community Association received the following advice on 14 Jul 2015 from Ben Stewart, Director Assets & Works, Shoalhaven City Council regarding dredging the entrance to Lake Conjola:-
"Council called selective tenders following an expression of interest process to undertake dredging works and beach nourishment at Lake Conjola, Currambene Creek and Sussex Inlet. Three companies registered interest for this project and were invited as a selective tender, which closed on June 19. Two submissions were received by close of tenders from Sandpiper Dredging Pty Ltd of Tweed Heads and Thiess Services Pty Ltd of Parramatta. |
Council at the meeting on the 30th of June resolved not to accept any tender, and not to invite fresh tenders as the time delay would impact the Crown Lands funding requirements and operation of the Huskisson Wharf, and recreational use of Lake Conjola at peak periods. They resolved for Council to negotiate with contractors.
Subject to successful negotiations, the contract for the works will be finalised. Council will also write to the funding body (Crown Lands) for an extension of time to complete the works and authorise the General Manager to vary the grant funding agreement.
Council resolved not to request approval from Crown Lands to sell to private industry the sand obtained through dredging activities under the “Shoalhaven Dredging Project” contract. Instead, excess sand is to be used on public land for Council’s activities such as sportsfield top dressing and road construction activities etc. as this represents a better return.
Subject to successful negotiations, the contract for the works will be finalised. Council will also write to the funding body (Crown Lands) for an extension of time to complete the works and authorise the General Manager to vary the grant funding agreement.

At the close of the tender process on the 4th June 2015 there were two contractors who responded to the Shoalhaven tender listed on Tenderlink ref: SHOAL-679739.
One contractor did not satisfy the criteria of the tender, whilst the second satisfied all the criteria, including within the budget, however was unable to commence the project until the first quarter of 2016, therefore was unable to complete the project within the time frame specified within the criteria.
We provide the extracts below from the: MINUTES OF THE EXTRA ORDINARY MEETING OF THE COUNCIL OF THE CITY OF SHOALHAVEN HELD IN THE COUNCIL CHAMBERS, CITY ADMINISTRATIVE CENTRE, BRIDGE ROAD, NOWRA ON TUESDAY 30 JUNE 2015 COMMENCING AT 4:00PM.
Recommendation 455 (a) "Decline to accept any tender in accordance with S178(1)(b) of the Local Government Regulations;"
In saying the above, as at the 1st July 2015, Council are now accepting quotes and expressions of interest from any contractors who are interested in carrying out the Dredging Project as long as they fulfill the criteria specified in the Crown Lands Grant by which this project is primarily funded. They then went on to make the following recommendation.
Recommendation 455(b) "In accordance with S178(3)(e) of the Local Government Regulations, delegate authority for the General Manager (Assets and Works) to enter into negotiations with any person with a view to entering into a contract in relation to the subject matter of the tender"

We have been told that funds are available and will remain designated to this project whilst options are explored.
Recommendation 455(e) "Write to the funding body (Crown Lands) for an extension of time to complete the works and authorise the General Manager to vary the grant funding agreement;'
Whilst the CCA recognises that the Dredging Program can be rescheduled to the first quarter of 2016, we are working towards alternative options to ensure that this project commences asap.
It is the aim of the Conjola Community Association to work with Council, our community and interested contractors to ensure that this project moves forward asap within the recommended guidelines. In addition, we are ensuring that all funding, raised through grants and approved by Council for this project remains available and designated to the Dredging Project. At this stage we have no reason to believe that funding will be withdrawn or redirected.

Lake Conjola Dredging - Review of Environmental Factors (REF)
A Review of Environmental Factors (REF) has been prepared to
assess the potential environmental impacts of the project to dredge Lake Conjola entrance. The REF will be
placed on public exhibition from Monday 23rd of March to Wednesday
15th April during business hours at the Administration Centres at
Nowra and Ulladulla, or you can download an electronic copy from the “Documents
on Exhibition” page from Council’s website - click here (Note: They are large documents and may take some time to download)
The REF will be available on the Council website until 15 April 2015. Any person may make a written submission to Shoalhaven City Council about the proposed activity.
A public meeting at the Lake Conjola Community Centre on Tues 31 Mar at 6.30pm will present the REF findings.

Lake Conjola Dredging Community Meeting and Project Timeline
The Conjola Community are invited to attend a meeting which will provide an update on the Lake Conjola Dredging Program. This meeting will be held on Tuesday 31st March, 2015 in The Lake Conjola Community Centre at 6.30pm . Dredging of Lake Conjola is scheduled to commence on the 13th July 2015, however this date is subject to change and review.
