The following email has been received from Isabelle Ghetti, Manager Natural Resources and Floodplain, Shoalhaven City Council
Dear Lake Conjola CCB,
I am pleased to advise that the test excavations recently conducted did not expose any Aboriginal objects. This means that construction of the boardwalk will start late February/early March 2017. Contractor, Agtrans Services, has been engaged by Council to carry out the works. It is anticipated that the boardwalk will be fully built by the end of June/early July 2017 subject to weather conditions and no Aboriginal objects being found during the works........

“I wish to advise that Council considered a report on the above matter at its Development Committee Meeting on Tuesday 6 December 2016. Council resolved to seek advice and support from the member for South Coast, Shelley Hancock and the Local Member to make representations to the Minister prior to Council undertaking a heritage assessment of the Chinaman’s Island cottages to determine their heritage significance. A copy of the minute is provided on the reverse side of this letter. (click here)

Shoalhaven Council recently voted to put forward a rate rise to the Independent Pricing and Regulatory Tribunal (IPART).
Council will notify IPART of its intention to apply for a Special Rate Variation. The following three options for a rate increase will be subject to community comment to inform the final application to IPART next year:

Council officers presented the proposed design of the Havilland St Boat Ramp and upgrades to the Fisherman's Paradise and Aney St Boat Ramps to a Community Meeting on Wed 16 Nov at the Conjola Community Hall. Following on from the meeting Council have placed the design documents on Exhibition on the Council web site, and have invited submissions from the community.

Active Holidays BIG4 Lake Conjola Development Proposal

Ingenia Communities, the owners of Active Holidays BIG4 Lakeside Caravan Park, have lodged a development application with Shoalhaven Council for an expansion of the Park by developing a new seniors living community of 119 long term sites and a new community facility on the golf course land.
The Development Application from Ingenia is available on the Shoalhaven Council DA website.
The DA number is DA16/2088
The DA documentation includes Development Plans for a 3 stage development, Environmental Effects Statement, Environment Assessment, Flora and Fauna Impact, Traffic Assessment and Impact Statements.

NB: Currently there is an issue with the format of submissions from residents - we have requested Council to fix the problem

Shoalhaven Council Petition for funding to upgrade Princes Highway

Shoalhaven City Council have started a petition calling on the Australian Government to commit financial assistance to the NSW State Government for the construction works to upgrade the Princes Highway. Council are encouraging CCB’s and Community Groups to get as many people to sign it as possible.

What to do if you see someone breaking Marine Safety Regulations

NSW Roads and Maritime Services Nowra Office have employed an additional Boating Safety Officer. If you see someone breaking the maritime rules (eg exceeding the posted speed limit in 4 knot zones), call the Boating Safety Officer Hotline on 13 12 36. Ideally take a photo of the breach, or note the boat registration number.
RMS also updated the Marine Safety Regulations in July 2016, including changes to licencing, PFDs, regitration, and penalties ....more

The following email advice has been received from Robert Horner, Water Asset Planning & Development Manager Shoalhaven Water:
"Council’s Shoalhaven Water Group wishes to inform you that Porters Creek road will reopen on 2 December 2016. Please be aware that some construction traffic movement may occur for a short period after the reopening.
The road closure was implemented from 23 August 2016 to facilitate the reduction of safety risks to the public and the Project’s personnel. The road closure involved limiting the public traffic west of Graydons Pointer Road, therefore not impeding usual access to local residents.
This major project will ensure the ongoing reliability of the Porters Creek Dam. The project included sealing 3.6km of unsealed road from Princes Highway to Graydons Pointer Road, as a means for dust suppression during construction. Construction is currently in the final stages and restoration activities are now commencing.
Council’s Shoalhaven Water Group would like to thank you for your patience during the Porters Creek Dam remediation works.

Advice has been received from Scott Wells, Traffic and Transport Unit Manager, Shoalhaven Council regarding a road works project on Lake Conjola Entrance Rd that covers an area approximately 700m in length (from approx. 300m west of Havilland St to approx. 400m east of Havilland St) where crashes have occurred, which ultimately led to the blackspot project approval.
Council have begun work clearing around the new power poles/power lines and are obtaining quotations for the remainder of the required clearing works. The additional clearing will be undertaken at the start of October. The existing guardrail east of Havilland Street will also have to be temporarily removed to enable the widening works to be undertaken.
The project plan is for road works to commence in mid-late October and to be completed by Christmas.
Upon completion of the road work the new and existing new guardrails will be installed/reinstalled to improve road safety.

Shoalhaven City Council is developing a Disability Inclusion Action Plan to ensure people living with disability in the City have a say on how we plan for our community in services, projects, access and activities in the future.

Boat Ramp Upgrades

We have received the following advice from Michael Strachan, Project Manager Shoalhaven City Council
"Aney Street Boat Launching Ramp
Draft design completed to formalise the existing natural ramp. I should be able to email a plan for comment next week.
Fisherman’s Paradise Boat Launching Ramp Jetty
Draft design completed. Awaiting geotechnical investigations to be completed . The geotechnical investigations for this site is being done at the same time as geotechnical work for the Havilland Street Site . A plan should be available for comment by the end of September 2016.
Havilland Street
Work is continuing to identify site constraints to enable a Schematic Plan/General Arrangement to be completed.
Specifically, an Aboriginal Cultural Heritage Due Diligence Assessment Report has been completed with a field inspection finding a single stone artefact . This report recommends that additional archaeological investigations be undertaken. On this basis, these additional investigations will be done within the next couple of weeks at the same time as site geotechnical investigations.
Flora and Fauna investigations are continuing and it is planned that a final report identifying site constraints should be completed by the end of September 2016.....
Notwithstanding the above, the design consultant is currently confident that the following facilities can be incorporated on the site :
At this stage and due to a number of constraints , a public meeting for the design consultant to present a draft plan and discuss site constraints and seek community feedback will not be scheduled until early November 2016. "

Porters Creek Dam Remediation - Update

The remediation works at Porters Creek Dam are progressing with the forming and pouring of the ninth lift. More than 50% of the planned pours and 75% of the concrete volume is now in place!
The works are on track to enable Shoalhaven Water to begin drawing water in November; just in time for the busy summer period.

The next meeting of Ulladulla and Districts Community Forum will be on Monday 5 September 2016 at 7pm.
The meeting will be held in the Lower Civic Centre, Ulladulla. The meeting, in conjunction with the Milton-Ulladulla Business Chamber, will be a Meet the Candidates evening.
The sixteen candidates for the four positions of councillors for Ward 3 have been invited to attend.Twelve have accepted. One had a prior commitment and can’t come. Three were mentioned by another candidate, as not attending.
Each candidate will have a set time to speak. There will be time for questioning all candidates at the end.
The three Mayoral candidates will be there. Each will speak for a specific time and be questioned after speaking.
Tea and coffee will be served at about 8.30pm so there will be the opportunity to chat informally with the candidates and offer your assistance if you so desire.

Porters Creek Road Closure Notification - Commence Closure 23rd August 2016
Council’s Shoalhaven Water Group wishes to notify the Community that Porters Creek Road Closure will commence on the 23rd August 2016 and extend for approximately 4 months, dependant on the project’s progress. The Porters Creek Road closure is applicable during weekdays, Monday to Friday (excluding public holidays). The Porters Creek Road Closure will limit public traffic from the western side of Graydons Pointer Road, therefore not impeding on usual access to residents. The Porters Creek Road closure’s purpose is to reduce safety risk to the public and the Project’s personnel. Council and the Porters Creek Dam Upgrade Principal Contractor, Leed have undertaken extensive consultation with stakeholders and the community which has resulted in a procedure which will enable public access by appointment during road closure times which will enable the public to access Porters Creek Road by appointment during the weekday road closure times.

The following advice has been received from Ben Stewart, Director of Assets and Works, Shoalhaven City Council:-
The Boardwalk will progress into construction following resolution of the Aboriginal Heritage Investigations which are likely to take more than 3 months and this is dependent on the time to gain approval for test pitting.
There is archaeological test pitting associated with the proposal to replace the wooden boardwalk at Lake Conjola, between the car park and Conjola Beach. The boardwalk is located in sand dunes where Aboriginal sites have been recorded previously (including skeletal remains which were recorded and salvaged in 1998) but their boundaries uncertain. An Aboriginal Heritage Impact Permit (AHIP) has been sought from the NSW Office of Environment and Heritage (OEH) to conduct archaeological investigations in this location. Changes were made to redesign the boardwalk to avoid the culturally sensitive area identified during Stage 2 and Stage 3 consultations

A new water level and rain gauge monitor has been installed by Manly Hydraulics Laboratory (MHL) at Lake Conjola. The device is installed adjacent to the boat ramp beyond Holiday Haven Caravan Park. The NSW Legislative Council, the Upper House in NSW Parliament, has commenced an inquiry into Crown Land in NSW. The terms of reference include the extent of Crown land and the benefits of active use, the adequacy of community input and consultation regarding the commercial use and disposal of Crown land, the most appropriate and effective measures for protecting Crown land, and the extent of Aboriginal Land Claims over Crown land and opportunities to increase Aboriginal involvement in its management.
Closing date for public submissions is 24 Jul 2016, and the Committee will be discussing the Shoalhaven on 1 Aug 2016.

There are still some site fencing onsite and restoration work to be done, but we’re not going ahead with those just yet in case we do find some projects to take more sand to. Porters Creek Dam Remediation Project

Shoalhaven City Council recently approved a project to undertake remedial work on Porters Creek Dam that will ensure the ongoing reliability and stability of the Dam. The recent changes to traffic lanes on the Princes Highway at the turnoff to the Dam are part of the Project. Council awarded the tender for the $6.5m Project (known as Porters Creek Remediation Project) to Leed Engineering and Construction.
Public access to the Dam will not be allowed during the Project which is expected to take around 12 months. The Project will see the preparation and placement of approximately 4,000 cubic metres of concrete along the downstream face of the dam along with associated outlet and access works.

Shoalhaven City Council recently approved a project to undertake remedial work on Porters Creek Dam that will ensure the ongoing reliability and stability of the Dam. The recent changes to traffic lanes on the Princes Highway at the turnoff to the Dam are part of the Project. Council awarded the tender for the $6.5m Project (known as Porters Creek Remediation Project) to Leed Engineering and Construction.
Public access to the Dam will not be allowed during the Project which is expected to take around 12 months. The Project will see the preparation and placement of approximately 4,000 cubic metres of concrete along the downstream face of the dam along with associated outlet and access works.
